Plumbers across Moreton Bay Unitywater and Council rules.

This page covers the whole City of Moreton Bay council area rather than one suburb. Unitywater supplies the water and takes away the sewage, while Council approves, inspects and audits plumbing work. Tell us what has gone wrong and we match you with a licence-checked plumber who does that kind of job across Moreton Bay.

Moreton Bay facts that shape a plumbing job

A council area of houses

At the 2021 Census, 81.1% of occupied homes in the Moreton Bay council area were separate houses, 13.3% townhouses or semis and 4.7% flats. 31.1% were rented.

Roots top the blockage list

In a 12-month period reported in November 2025, Unitywater's crews attended 3,043 sewer blockages, and tree roots caused 614. Clontarf and Caboolture were among the three suburbs with the most root blockages in its whole region.

Neither hard nor soft

Unitywater puts Moreton Bay's drinking water under 200 mg/L, which it calls neither hard nor soft. Hard water is what leaves scale in hot water pipes and fittings.

Unitywater's pipes and yours

From the water meter onwards, every pipe and fitting on your land is yours to maintain, Unitywater says. That includes the run from a meter by the footpath up to the house.

The sewer is less tidy. Unitywater's own pages describe the end of its sewer in two different ways, so we don't quote either. Ask Unitywater, or the plumber once the drain is traced, where the line falls on your block.

If a plumber finds the blockage in a Unitywater pipe, they should stop, leave it alone and contact Unitywater, which aims to have a crew assess it within four hours. Unitywater doesn't do private plumbing repairs.

Permits, inspections and the Form 19

Council sorts plumbing into unregulated, minor, notifiable and permit work. A new house, a new shed or garage with plumbing, or a new multi-residential building in an area Unitywater services can usually go through as fast track permit work, issued within two business days.

Standard permits take up to 10 business days, because Council assesses the plans. In unsewered areas, even a single new house is standard permit work. When the inspections pass, Council sends a final inspection certificate, the Form 19, to the owner and the plumber.

Stormwater, roots and storm tides

Council looks after its own stormwater drains, not the private pipes on your land. Roof water has to run underground to an approved discharge point, and joining Council's network needs Council approval. Piping stormwater into the sewer is against the law, and Council says it can overload the system and cause overflows.

Before planting near a drain, check Council's list of troublemakers, which includes figs, willows, poincianas, umbrella trees and camphor laurels.

Council's flood check property report lists the flood types that can reach a property, storm tide and tidal inundation included, against its floor levels. Council lists significant storm tides in Moreton Bay going back to 1931, the latest in 2004.

Suburbs and services

Our suburb pages for Narangba, North Lakes, Redcliffe and Samford add local detail. Our Brisbane service pages, like blocked drains, follow Urban Utilities' rules, which don't apply here, but their job advice still does.

What we would do

Ask the plumber to find and open the inspection point before anyone digs. If the blockage turns out to be in Unitywater's pipe, the plumber should report it rather than clear it, so the fix stays with Unitywater. On a coastal block, read Council's flood check report before planned work. Then book a drain or hot water specialist who works in Moreton Bay week in, week out.

Questions people ask

Who do I call when sewage overflows in my Moreton Bay street?

Unitywater, which runs the sewer network across the council area. If the overflow is inside your property, a licensed plumber can find the blockage and report it to Unitywater if it sits in their pipe.

Does Council inspect my plumber's work?

Permit work gets inspections at set stages, booked by the plumber, and finishes with a Form 19 certificate. Notifiable work, such as replacing a water heater or moving fixtures in an existing house, is reported to the QBCC on a Form 4, and Council audits 5% of those reports.
