Plumbers in Sydney Your pipe or Sydney Water's?

Across Greater Sydney, one water company runs the mains and the sewer, and you own almost everything between its pipes and your taps. Where that line falls decides who pays. Tell us what's gone wrong and we'll match you with a licence-checked local plumber who specialises in that kind of job.

A hand shower running against white tiles

One water company for the whole city

Sydney Water supplies drinking water and takes away wastewater for Greater Sydney, the Blue Mountains and the Illawarra. A burst main in the street, a fault at the meter or sewage spilling from a maintenance hole is its job.

Its responsibility stops short of your house. You own every wastewater pipe and fitting up to where it meets Sydney Water's system, including the point of connection itself, and your private line can run past your boundary.

Who looks after which pipe

Who owns itWhat that means for you
Sewer (wastewater) pipesYou, up to and including the point of connection. Sydney Water owns the junction.Roots growing into the junction at your point of connection are yours to clear.
Drinking water pipesYou, from Sydney Water's system to the taps. Sydney Water maintains the meter.Sydney Water may repair the pipe between its system and the meter, up to one metre inside your boundary.
A line shared with neighboursEach owner who shares it.Agree with the other owners before anyone digs.
StormwaterYour downpipes and yard drains are yours. Street gutters are the council's.A blocked downpipe is a plumbing job; a backed-up street gutter goes to council.

When a licensed plumber finds a blockage in Sydney Water's pipes and reports it, you can claim reasonable out-of-pocket expenses, up to 2 hours of their work. Clear it without reporting it and that claim is gone. Our page on blocked drains in Sydney has Sydney Water's test for whose side a blockage is on.

What's different about plumbing in Sydney

Nearly a third of homes are apartments

At the 2021 Census, 30.7% of Greater Sydney's occupied homes were flats or apartments, against 21.7% across NSW, and 55.8% were separate houses. In a strata building the owners corporation usually handles plumbing in boundary walls and under the floor.

Frost is a western problem

The Bureau's Sydney (Observatory Hill) station averaged no days at 2°C or colder across 1859 to 2020. Camden Airport in the south-west averages 39.9 such days a year, and 16.2 at or below freezing. Exposed pipes and meters out there are worth wrapping before winter.

Heavy rain can push sewage back

Sydney Water says stormwater getting into its wastewater pipes during rain can overload them, sending sewage onto private land and sometimes inside homes. Its rule is that rainwater and stormwater must stay out of your wastewater system, and downpipes plumbed into the sewer are a usual culprit.

Checking an NSW plumber's licence

NSW treats plumbing, drainage and gasfitting as specialist work, and contracting for any of it needs a contractor licence, even for a small repair. The NSW Public Register shows the licence categories and expiry date, plus any conditions, suspensions, public warnings or penalty notices. Every ad must carry the licensee's name and licence number, so look it up. Our licence check guide shows how.

Paperwork worth keeping

Before most plumbing and drainage jobs, the plumber lodges a Notice of Work, which in metropolitan areas goes to Building Commission NSW through MyInspections. Emergency work, new tap ware and swapping an existing hot water system don't need one. At the end, a Certificate of Compliance confirms the work meets the Plumbing Code of Australia, and you're owed a copy.

Hot water and gas, NSW style

Replace a hot water heater in NSW and a temperature control device goes in too, even for an identical unit. Heat pump and solar discounts, and the gas rules, are on hot water in Sydney and gas fitters in Sydney.

Warning signs NSW regulators have acted on

  • Pressure to approve a big job on the spot. Two plumbing businesses NSW banned in June 2026 had misrepresented urgency, overcharged and skipped written quotes and itemised invoices.
  • A first-name brand on a search ad with no licence number, or an invoice from a different business to the one you booked.

Sydney specialists and areas

Choose the page for your problem: hot water, hot water replacement, hot water repairs, blocked drains, leak detection, pipe relining, gas fitting, bathroom plumbing, commercial plumbing or an emergency plumber.

Area pages such as Parramatta, Penrith, the Northern Beaches and Sutherland Shire cover each council and its local conditions.

What we would do

Work out where the problem sits before you ring anyone: inside the house, in the yard, or past the fence. Past the fence, or affecting the whole street, report it to Sydney Water first. In a strata building, tell the strata manager. Then look up the plumber on the Public Register, and ask them to report any blockage on Sydney Water's side rather than clearing it at your cost.

Questions people ask

Sewage is spilling from a maintenance hole in my street. Who do I call?

Sydney Water, on its 24/7 faults line. If the overflow is inside your fence and only happens when you run water, the blockage is probably in your private pipes, so a drain specialist is the next call.

Water is coming through my unit's ceiling. Is that my problem or the strata's?

In most NSW strata schemes, plumbing in boundary walls and under the floor belongs to the owners corporation, while pipes in your internal walls and your fixtures are yours. Tell your strata manager straight away, and check your strata plan and by-laws for anything different.

What happens after I send you the job?

Plumbers who cover your part of Sydney see the job and your suburb, never your phone number or email. Only the plumber who takes your job gets your contact details. That plumber rings you.
