Toongabbie facts for a plumbing job
Parramatta, Blacktown or Cumberland
ABS figures put 47.0% of Toongabbie's dwellings in the City of Parramatta, 30.3% in Blacktown City and 22.7% in Cumberland City. Blacktown lists the suburb as 'part of', and Cumberland's Wentworthville Ward includes it.
A real housing mix
At the 2021 Census, 58.8% of occupied homes were separate houses, 22.4% townhouses or semis and 18.4% flats. 35.2% were rented (NSW: 32.6%).
McCoy Park holds floodwater
The basin at McCoy Park, off Mimosa Avenue, stores millions of litres in a flood and lets it out slowly. Parramatta says raising its levees would cut 1% AEP flood levels in Toongabbie by 7 cm.
Roots in a Parramatta sewer
On the City of Parramatta side, removing roots around a blocked pipe, or the whole tree, needs a Tree Permit backed by evidence.
Trees and sewers on the Parramatta side
Parramatta Council says root pruning, replacing old dilapidated pipes, concrete encasing or a root barrier may solve the problem. It may support removing the tree when the damage is serious and recurring. A sewer diagram and a thorough report from a licensed plumber speed up its assessment.
There's one shortcut. Poplars, willows, camphor laurels and liquidambars can be pruned or removed without consent where the trunk is within 5 m of any sewer. For everything else, ask the plumber to put the camera findings in writing. On the Blacktown or Cumberland side, ask that council about its own tree rules.
Whoever your council is, roots that grow into the junction at the point of connection are the owner's to clear, according to Sydney Water. See tree roots in drains and pipe relining in Sydney.
Flash flooding and your drains
The City of Parramatta says large parts of its area are susceptible to flash flooding, which rises within hours. The McCoy Park upgrade is still a proposal: consultation closed on 30 January 2026, and Council will design one of three options and then seek funding.
Heavy rain also finds its way into the sewer through downpipes wrongly plumbed into it and through cracked private pipes. That can overload the system and cause overflows onto properties. Keep stormwater and wastewater separate, and if wastewater spills from a maintenance hole in the street, stay clear and report it to Sydney Water's 24/7 faults line.
Who owns the sewer pipe
Your wastewater pipes, and the point where they connect to Sydney Water's system, are yours. Sydney Water owns the junction. If a licensed plumber finds a blockage in Sydney Water's main and reports it, you can claim reasonable costs for no more than 2 hours of work. Start at blocked drains in Sydney.
What we would do
Check your rates notice to see which of the three councils you're in before you plan any work near a tree. On the Parramatta side, if the problem tree is a poplar, willow, camphor laurel or liquidambar within 5 m of the sewer, you may not need consent. For anything else, get a drain specialist's camera report and sewer diagram first.
