Common drainage lines
Penrith City Council says the owners who benefit from a common drainage line maintain it. Council's part begins where the line meets its street drainage.
If your block shares a drainage line
A common drainage line, also called inter-allotment drainage, carries stormwater across several blocks to the street. Under section 59A of the Local Government Act 1993, keeping it working falls to every owner who benefits from it. Your Section 88B Instrument, which should have come with the purchase, shows where it runs.
Council doesn't maintain these lines, and repairs need a licensed plumber. Because the line serves more than one block, the cost is something the benefiting owners settle between them.
Roots in your pipes
When roots keep blocking and damaging pipes, Penrith City Council lists a licensed plumber's report as evidence for a tree permit application. A tree within 3 metres of an external wall of your house can be pruned or removed without a permit at all.
So if you're applying, have the drain specialist write up what the camera found: where the roots enter, which tree they seem to come from, and how often the line has blocked. Our tree roots page explains the repair options.
Sewer and other jobs
Sewer lines here run to Sydney Water's network, and the owner's part ends at the point of connection, which it includes. For a blocked toilet or sewer see blocked drains in Sydney; for hot water, Sydney hot water. Either way we'll put you onto a licence-checked plumber who specialises in the job.
What we would do
Before you call anyone about water pooling in the backyard, check your Section 88B Instrument for a common drainage line. If one runs through your block, talk to the neighbours who share it before the plumber comes, because the repair is a shared cost. The plumber can then camera the line and show everyone where the problem is.
