Plumbers in Emu Plains Two kinds of flooding.

Emu Plains has two flood questions: the Nepean River, and rain that runs over the ground when drains can't keep up. Penrith City Council has flood information for both. Tell us what's going on and we'll match you with a licence-checked local plumber who specialises in drains, stormwater or whatever the job is.

Emu Plains facts that shape a plumbing job

An overland flow study

Council finished a detailed overland flood study for Emu Plains, Emu Heights and Leonay in 2020. A draft floodplain risk management study and plan was on exhibition from 12 March to 16 April 2026.

The river is separate

That draft deals with local overland flooding. For the Nepean, Council adopted the Hawkesbury-Nepean River Flood Study (May 2024) on 9 December 2024, and a separate Nepean River plan will follow.

Houses, mostly owned

82.1% of occupied homes were separate houses at the 2021 Census, and 39.1% were owned outright, against 31.5% across NSW.

Light frost

The Bureau's Penrith Lakes station (1995 to 2026) averages 7.4 days a year at or below 2°C and 0.5 at or below zero, nearly all from June to August.

Is your block flagged?

Penrith City Council puts a flood notation on a property's section 10.7 planning certificate when flood studies show it sits below the flood planning level. If you're moving a bathroom or laundry, or rerouting drainage, that notation may bring flood-related development controls with it. Check it before the design is settled.

Drains after heavy rain

Overland flow is rain that can't get into the drainage system fast enough. You can't stop the catchment, but you can keep your own gutters, downpipes and pits clear before storm season, so roof water isn't added to what's already on the ground.

Sewer is a different system, run by Sydney Water. Your pipes run to the point of connection and include it. If a drain overflows after a storm and a licensed plumber finds the blockage in Sydney Water's pipe and reports it, you can claim reasonable out-of-pocket costs for up to 2 hours of their work.

Frost and burst pipes

With frost on only a handful of nights a year at Penrith Lakes, frozen pipes aren't the usual cause of a burst here. If one does go, turn the water off at the meter and see burst pipes or an emergency plumber in Sydney. For blockages, start with blocked drains in Sydney or our stormwater page, and we'll find a licence-checked drain and stormwater specialist for the job.

What we would do

If you're buying or renovating in Emu Plains, read the section 10.7 certificate for a flood notation before anything else. Then plan the drainage around it: a laundry or bathroom moved lower, or a new stormwater line, may need to meet flood-related controls. Raising that with Council before the plumber prices the work saves paying for it twice.

Questions people ask

Does the 2026 Emu Plains flood study cover the Nepean River?

No. Penrith City Council says the draft study is about local overland flooding. A separate Nepean River study and plan will be prepared, and Council already uses the May 2024 Hawkesbury-Nepean River Flood Study for flood planning.

Do pipes freeze in Emu Plains?

Rarely. At the Bureau's Penrith Lakes station, the temperature drops to 2°C or lower on 7.4 days a year on average, and to zero or below on 0.5.

Tell us the problem. We'll find the specialist.
