Plumbers across Western Sydney Many councils, one water company.

Western Sydney covers many councils, but Sydney Water is the water company right across it, so its pipe rules are the same wherever you're connected. What changes is your council, your climate and whether your estate has purple pipes. From the Hawkesbury to Campbelltown, tell us the job and a licence-checked plumber who specialises in it gets matched to you.

What holds across the west

No single council

One government grouping, the Western Sydney City Deal, names eight councils: Blue Mountains, Camden, Campbelltown, Fairfield, Hawkesbury, Liverpool, Penrith and Wollondilly. Your rates notice shows yours.

Frost is real out west

Bureau of Meteorology figures in our fact base show Camden Airport averaging 16.2 mornings a year at or below 0°C (1971 to 2026). Observatory Hill, near the harbour, averaged none at or below 2°C.

Two purple-pipe schemes

Sydney Water's Rouse Hill scheme supplies recycled water to more than 30,000 North West properties. Its Hoxton Park scheme in the South West won't start until enough homes connect.

Sewer checks under way

A Wastewater Fix update of 4 December 2025 lists suburbs in the Fairfield, Liverpool, Penrith and Cumberland council areas where Sydney Water's West Region team is working for 12 months.

Cold mornings and exposed pipes

Sydney Water's cold-weather advice is about pipes and meters above the ground. Wrap them before a cold snap, using foam, rubber, newspaper or a towel, or cover them with a bucket, tub or box.

If they do freeze, be patient and let them thaw as the day warms up. Never pour boiling water on them, because the pipe can crack. If a pipe has split, turn off the water at the meter and see emergency plumbers in Sydney.

Purple pipes in a new estate

Sydney Water says the Hoxton Park scheme is designed for parts of new suburbs and industrial areas in the South West, and will start once enough properties are connected: about 5,000 have, and it needs another 1,500 homes. In the North West, Rouse Hill's scheme has run since 2001 and takes in all or parts of suburbs including Quakers Hill, Parklea, Stanhope Gardens and Kellyville Ridge.

Recycled water plumbing must never be cross-connected to drinking water, and only licensed plumbers may work on it. Our Rouse Hill page walks through Sydney Water's connection check.

Find your area

Local pages cover Penrith, St Marys, Blacktown, Mount Druitt, Parramatta, Fairfield, Wetherill Park, Liverpool, Campbelltown, Camden, Windsor and the Blue Mountains.

Wherever you are, the sewer pipe is yours up to and including its connection to Sydney Water's system. If a plumber finds a blockage in Sydney Water's main and reports it, you can claim reasonable costs, limited to 2 hours of labour.

What we would do

Before winter, find your water meter and any pipes that run above ground, and wrap them. In a newer estate, look for purple fittings and learn which taps run on recycled water. And when you call a plumber, say which council you're in, because tree and stormwater rules change at every boundary.

Questions people ask

Which councils count as Western Sydney?

There's no single official boundary. The Western Sydney City Deal, between the Australian and NSW governments and local councils, covers Blue Mountains, Camden, Campbelltown, Fairfield, Hawkesbury, Liverpool, Penrith and Wollondilly. Sydney Water's rules apply across all of Greater Sydney either way.

Is recycled water flowing in Hoxton Park estates yet?

Not according to Sydney Water, which says it plans to start the scheme when enough properties are built and connected. Treat purple pipes as recycled water pipes and never drink from a purple tap.
