What shapes a plumbing job in Mount Druitt
Blacktown City Council
The whole suburb sits inside the Blacktown council area, so Blacktown City Council's tree, stormwater and flood rules are the ones that apply.
Half the homes share walls
At the 2021 Census, 46.4% of the suburb's occupied homes were separate houses, 26.0% townhouses, terraces or semis and 27.2% flats or apartments. 49.1% were rented, against 32.6% across NSW.
Roots rarely get a tree removed
Blacktown says consent to remove or prune a private tree will generally not be given just because it is blocking pipes. It first asks whether the pipes can be repaired, relined or shielded with a root barrier.
Flood advice by letter
Council splits the City into 5 catchments and keeps flood maps for most of it. For a single address, it will send a flood advice letter on request.
When roots get into the sewer line
Blacktown's tree rules protect any tree with a stem more than 3 metres tall, so a big tree beside your drain is almost certainly covered. With consent unlikely when the only complaint is a blocked pipe, the fix happens on the pipe side: clear the roots, then reline or replace the cracked length.
Who pays depends on where the roots went in. The owner is responsible for every wastewater pipe up to and including the point of connection with Sydney Water's system, and roots in that junction are the owner's to clear as well. Beyond it, the pipe belongs to Sydney Water.
Townhouses and units
With more than half of Mount Druitt's homes attached or in blocks, strata rules decide a lot. Across NSW, in most cases the lot owner handles plumbing inside internal walls and fixtures like toilets and showers, and the owners corporation covers pipes in boundary walls and under the floor. Check your strata plan and by-laws before booking.
In an emergency you can call a plumber yourself. Take photos, and ask for the cause and the repair in writing. If the fault turns out to be common property, you may be able to get the cost back from the owners corporation.
What we would do
Get the drain cleared and filmed before anyone argues about the tree. The footage shows whether roots came in through a cracked joint on your side or at Sydney Water's junction. Then ask for relining and dig-and-replace as two written options. If the blockage is in Sydney Water's pipe, the plumber must report it to them at the time, or you lose the claim for up to 2 hours of their work. We'll match you with a drain specialist who handles root jobs like yours.
