What makes a Cardiff job different
A Hunter Water channel runs through it
About 4.5 km of Hunter Water's stormwater network follows the Winding Creek catchment through Cardiff, under an agreement with Lake Macquarie Council. Homes connected to those drains pay Hunter Water's stormwater drainage charge, so your water bill tells you whether yours is one of them.
Sewage goes to Edgeworth
Hunter Water lists Cardiff among the communities its Edgeworth treatment works serves, with Glendale, Speers Point, Boolaroo and West Wallsend. So the sewer in your street is Hunter Water's, not Council's.
Mostly houses, plenty of tenants
At the 2021 Census, 82.7% of occupied homes in the suburb were separate houses, 11.0% townhouses, terraces or semis and 6.2% flats. Almost a third, 30.7%, were rented.
Three owners for one storm
When a Cardiff yard floods, the water can be moving through three sets of pipes. Hunter Water describes the split this way: the owner looks after everything on private land, from gutters and downpipes to yard drains. Council handles kerbside and smaller drains, and Lake Macquarie Council adds swales, basins and creeks to its list. Hunter Water keeps the big concrete channels and culverts.
So a blocked yard pit is yours to fix, a choked kerb inlet goes to Lake Macquarie City Council, and a problem in the large Winding Creek channel is Hunter Water's. Lake Macquarie Council adds that owners must connect roof water to a legal point of discharge, but aren't answerable for water that simply follows the natural slope of the land.
Where your sewer pipe stops
Hunter Water places the point of connection at the arm of the junction on its main, inside your block. Every pipe and fitting upstream of that junction is the owner's to keep working, the boundary trap and inspection shaft included. If the blockage is in your section, Hunter Water's advice is to call a licensed plumber at your own expense. Our sewer pipe guide compares the rules across Australia.
Old mines and cracked pipes
Subsidence Advisory NSW lists a Lake Macquarie Mine Subsidence District, and building or extending a home inside a district needs its approval first. Whether your Cardiff address falls inside one is shown on the NSW Planning Portal Spatial Viewer.
Ground movement from old workings can make pipes and paving buckle. Don't jump to that conclusion, though: Subsidence Advisory itself names tree roots and reactive soils as other causes of damage, and a camera inspection of the drain shows what's actually there. See CCTV drain inspection.
What we would do
Before the next big storm, check your water bill for Hunter Water's stormwater drainage charge and walk the yard to find your sewer inspection shaft and your stormwater pits. When water backs up, that tells you straight away whose pipe it is likely to be: yours, Council's or Hunter Water's. Only pay a plumber for the part that's yours.
