What shapes a plumbing job in Moonee Ponds
Apartments and renters
At the 2021 Census, 39.3% of the suburb's occupied homes were flats or apartments, against 12.1% for Victoria. 44.7% were separate houses, and 38.6% of homes were rented.
Heritage under review
Moonee Valley City Council's Heritage Study 2023 looked at Victorian, Edwardian and Inter-war places outside the existing Heritage Overlay. Ascot Vale, Essendon and Moonee Ponds had the most identified properties.
Your drains, Council's network
Council's stormwater fact sheet leaves the pipes, gutters and drains on private land with the owner. Council runs the local drainage network, and Melbourne Water the main drains and the Moonee Ponds Creek.
Which water retailer
Moonee Ponds isn't on South East Water's or Yarra Valley Water's published suburb list. Check your water bill: Melbourne has three water retailers, and the one named there sets your sewer rules.
Pipes in an apartment block
Under Victoria's owners corporation rules, a lot owner can't repair, alter or maintain common property, or a service that benefits more than one lot, unless the owners corporation has authorised it. A waste stack or a drain that several units share can fall into that group.
So before you book anyone for water through the ceiling or a blocked shared drain, ask your owners corporation manager who looks after that pipe. If the fault is inside your own unit, a leak detection plumber can trace it.
A new outdoor unit on a heritage street
Moonee Valley's permit exemptions policy for its existing Heritage Overlay precincts lets 'domestic services normal to a dwelling' go in without a heritage permit, even if visible from the street, on conditions: not on the front wall, not between the front wall and the front boundary, not above the roof's highest point, and not on a roof face looking onto a street. On a Contributory property, a unit on a side wall must sit at least 4 metres behind the front setback. Individually listed and Significant places miss out.
That matters for hot water. When a gas system reaches the end of its life from 1 March 2027, it has to be replaced with an efficient electric option such as a heat pump (check current rules). Ask Council whether your new unit counts, and agree where it sits, before anyone mounts it.
When a drain keeps overflowing
Council's fact sheet says a drain that floods regularly most likely has a local problem, such as a blockage, which is different from widespread flooding in a big storm. A blocked street pit is Council's to clear. Water backing up from your own pits or downpipes is private pipework for a blocked drains specialist.
Council and Melbourne Water are updating flood models with climate projections to the year 2100, and VICSES notes parts of Moonee Valley were built before flood-related building rules came in.
What we would do
In a block, ring the owners corporation first and ask whose pipe it is, so you don't pay for work you weren't allowed to order. In a house, check if your home is in a heritage precinct before choosing where a heat pump goes; moving it later costs more than asking now. Then send us the details. Only the plumber who takes your job gets your contact details.
