Heat pumps and Melbourne conditions
Frost is rare, not unknown
The Bureau's Moorabbin Airport station averages 1.9 days a year at or below 0°C, and its lowest reading on record is -3.8°C. Olympic Park, nearer the city, averages 0.0 such days across 13 years of records.
The noise rules name heat pumps
EPA Victoria groups heat pumps with home heaters and hot water systems. On weekdays they mustn't be heard in a neighbour's habitable room before 7 am or after 10 pm. On weekends and public holidays, the morning limit is 9 am.
Gas at the end of its life
From 1 March 2027, an existing home's gas hot water must be replaced with an efficient electric alternative once it reaches end of life. A gas unit that still works can stay where it is.
Rentals get two choices
When a rental's system permanently fails and can't be repaired from 1 March 2027, the replacement can be an efficient heat pump or an electric-boosted solar water heater.
Where a heat pump goes on a Melbourne block
A heat pump pulls warmth out of the surrounding air, so it needs an open, airy spot rather than a closed-in corner. That usually means an outside wall, and outside walls often face a neighbour.
This is where the EPA's definitions help. Kitchens, bathrooms, toilets, laundries, pantries and storage areas next door aren't habitable rooms, while bedrooms and living areas are. A unit opposite next door's laundry is far less likely to cause trouble than one under their bedroom window, and councils are the ones who investigate residential noise.
On frosty mornings, a plumber may also suggest lagging any exposed pipework. Our national heat pump hot water page explains how the system itself works.
Paying for it: the order matters
Three schemes can lower the price, and one of them always comes last. STCs: an air source heat pump with a tank under 425 L, on the Clean Energy Regulator's register, earns certificates that owners often hand to an agent for a discount or a delayed cash payment. VEU is a discount through an accredited business, and its rules require a minimum payment for certain upgrades.
Solar Homes is the one worked out last, after any other discounts have come off. For eligible owner-occupiers it's 50% of the remaining purchase price, up to $1,000, or up to $1,400 for products under Solar Victoria's locally made incentive. Household income, property value and the age of your current system all count. The full conditions are on our Victorian rebates page.
Victoria bans doorknocking and cold calling for VEU upgrades, so a heat pump offered at your front door is a reason to say no.
Questions for a Melbourne heat pump installer
- How does this model perform on a morning close to freezing?
- Which way will the fan face, and what's on the other side of the fence?
- Can the unit be scheduled so it isn't running before 7 am?
- Which discounts are in this quote, in what order, and what will I pay?
- Is the tank under 425 L, and is the model on the register?
What we would do
Choose the spot first, ideally after standing on the neighbour's side of the fence, then pick a model that suits it. Ask for STCs, VEU and Solar Homes to be set out line by line on one written quote, with Solar Homes last, so the final figure is plain. If your gas unit still works, there's no deadline: plan the switch calmly, then bring in a plumber who installs heat pumps as their main line of work. We can match you with one.
