Plumbers in Epping Trees, drains and sewer.

Epping is in the City of Whittlesea, with Yarra Valley Water for water and sewer. Two Council rules matter on drain jobs here: cutting roots can count as lopping a protected tree, and the stormwater pipe to the council drain is the owner's. Say what's wrong and we line up a licence-checked plumber experienced in that work.

Epping facts for a plumbing job

Townhouses and renters

In the suburb of Epping, 17.0% of occupied homes were townhouses, terraces or semis at the 2021 Census and 81.2% separate houses. 29.4% were rented, a touch above Victoria's 28.5%.

Mostly sewered, with pockets

Whittlesea's 2018 wastewater plan says most of the municipality is sewered, but small pockets of Epping are not.

Canopy trees and roots

Whittlesea says lopping generally means cutting branches or roots, and lopping a protected canopy tree needs a permit.

Your pipe to the drain

Council says every owner is responsible for each stormwater pipe running from their property to a council drain.

Digging near a canopy tree

A canopy tree, in Whittlesea's words, stands more than 5 metres tall, has a trunk over 0.5 metres around at 1.4 metres above the ground and a canopy at least 4 metres wide. Where the rule applies and there's a house on the block, the protected trees are those in the front 6m and the rear 4.5m.

Because cutting roots counts as lopping, a new sewer or stormwater trench past one of those trees can need a planning permit. Ask Council before the excavator arrives, not after.

Stormwater: who looks after what

Whittlesea looks after the public stormwater system. The pipe running from your land to its drain is yours to keep in order, and Council notes that tree roots and debris can block those underground pipes. It suggests a qualified plumber or drain cleaner for problems on your property.

Water coming over from next door because of broken or missing downpipes is a civil matter between neighbours. Our stormwater page and blocked drains in Melbourne explain what a plumber checks.

Sewer, septic and Yarra Valley Water

Council's 2018 plan counted about 1,300 septic systems across the City of Whittlesea. If your property is in one of Epping's unsewered pockets, a plumber who knows septic systems is the one to call.

On sewer, Yarra Valley Water provides the service. If the blockage is your responsibility, you arrange and pay for the plumber. Where its part stops depends on the property, so ask Yarra Valley Water to confirm it.

Renting? From 1 March 2027, a rental's hot water system that permanently fails and can't be repaired must be replaced with an efficient heat pump or an electric-boosted solar water heater. Melbourne hot water has the detail.

What we would do

If the job means digging near a large tree, measure it first: height over 5 metres and a trunk over 0.5 metres around, measured 1.4 metres up, put it in canopy tree territory. Then check with Whittlesea before roots are cut. If you're unsure whether the property is sewered, ask Council too. Once you know, describe the job to us and a licence-checked plumber who specialises in it can take it from there.

Questions people ask

Is all of Epping connected to sewer?

Not quite. Whittlesea's 2018 plan says most properties in the municipality are sewered, but small pockets of Epping are not. Council can check what is recorded for your address.

Do I need a permit to cut roots for a drain in Epping?

If the tree is a protected canopy tree, cutting its roots counts as lopping under Whittlesea's definition, and lopping a protected tree needs a permit.

Tell us the problem. We'll find the specialist.

We match your job with a local plumber who does this kind of job, licence checked.
