Doreen at a glance, for plumbing
Check which council
The ABS's 2021 boundaries place parts of Doreen in Whittlesea and parts in Nillumbik, and Nillumbik's wastewater plan names Doreen as one of the Shire's smaller townships. Your rates notice settles it for your address.
Almost all houses
In the suburb of Doreen, 94.6% of occupied homes at the 2021 Census were separate houses and just 0.3% were flats. Most were mortgaged (58.3%), and 21.3% were rented.
Sewer list, Nillumbik side
Nillumbik's 2024-2029 plan names the places in the Shire that have reticulated sewer and calls the remainder unsewered. Doreen does not appear on its sewered list.
Driveway pipes are the owner's
The City of Whittlesea puts drainage on your driveway, culverts included, on you to maintain.
On sewer or a septic system?
Ask this before anyone quotes. If your block falls on the Nillumbik side, Nillumbik Shire Council can tell you whether an onsite system is recorded for the property. A septic job needs someone who works on septic systems, not a sewer drain specialist.
If the house is connected to sewer, Yarra Valley Water's rules apply. It owns the water meter and the stop tap, and every pipe from the meter to the house is yours. Its two published descriptions of where its sewer branch ends don't agree, so ask Yarra Valley Water to confirm the point on your block before a dig.
When a blockage sits in your pipes, you book and pay the plumber yourself. Yarra Valley Water says it won't reimburse repairs to internal pipes.
Stormwater on the Whittlesea side
Planning a new drain, a shed or a second driveway? Whittlesea offers a property and stormwater information report. It shows the stormwater point of discharge for an existing property and where council drains run, including how deep they sit and how far off the boundary.
Work in a road reserve, such as the nature strip, or inside a council easement needs a Works in Road Reserve Permit first. Our stormwater page covers what a plumber looks at when water pools in the yard.
If your hot water runs on gas
If your home has gas hot water, Victoria's rule from 1 March 2027 applies when that unit reaches end-of-life: in an existing home it has to be replaced with an efficient electric option, such as a heat pump. A working system can stay, and repairs are still allowed. Rules change, so check the current position. See hot water in Melbourne or the Victorian gas hot water rule.
What we would do
Have two documents ready: the rates notice, which names your council, and the water bill, which shows Yarra Valley Water. On the Nillumbik side, confirm sewer or septic with Council before booking, because the two need different specialists. Then send us the job and it goes to licence-checked plumbers who do exactly that work. Only the plumber who takes your job gets your contact details.
