Belgrave facts that change a job
High risk for onsite wastewater
Council's Draft Wastewater Management Plan 2021-2026 names Belgrave, with Tecoma and Selby, among its key high-risk locations for septic and other onsite systems. Yarra Ranges has about 22,000 active onsite systems, the second most of any Victorian council.
A sewer scheme on paper
The same draft says a South East Water scheme will bring sewerage to approximately 700 properties in the Belgrave and Selby areas. We haven't confirmed how far it has got, so ask South East Water about your street.
Houses, mostly owner-occupied
At the 2021 Census, 99.2% of occupied homes in the suburb of Belgrave were separate houses. Only 7.1% were rented, against 28.5% across Victoria, and 59.5% had a mortgage.
Neighbours sort out run-off
Yarra Ranges says water flowing between neighbouring properties is for the owners involved to resolve. The drains on your land, and the line to the approved point of discharge, are yours.
Living with a septic system
Council's septic page puts the upkeep on owners: run the system properly and don't overload it, make sure it doesn't overflow, and tell Council if something goes wrong. Its checklist says to have the tank cleaned at least every three years and to know where the system is and how it's performing.
Not sure where yours is? Council offers a septic tank file search or a copy of the plans. Installing or altering a system needs Council's permit, so ask the septic specialist to check the file first. Selling? Council expects the new owners to get the septic details.
Renters aren't responsible for maintaining the system, but the owner must explain how to use it. Our septic systems page covers servicing and warning signs.
If you're connected to the sewer
Sewered homes deal with South East Water, which looks after the sewer up to your inspection opening. Pipes upstream of it, towards the house, are the owner's. A plumber who finds the blockage past that point should refer it, not clear it.
Stormwater is a separate system again. In Yarra Ranges, a legal point of discharge can be a street drain or kerb, a drain in an easement, an owners corporation's private drain, or a Melbourne Water drain with its permission.

What we would do
If you've just bought in Belgrave and don't know what the house uses, get Council's septic file search before anything else. On a septic property a slow drain can be the tank or its disposal area, not the pipe, so a sewer jetter may not help. Book a septic specialist, keep every service record, and ask South East Water whether its sewer scheme reaches your street.
