Capalaba's water and sewer facts
Redland City, not Brisbane
Every ABS mesh block in Capalaba is in Redland City. Council owns the water meter and the pipes that feed it; from the meter to the house is the owner's.
Your inspection opening
The inspection opening to surface (IOS) is part of your property's internal plumbing. Installing, maintaining, locating or uncovering it is the owner's job.
Alexandra Hills zone water
Council's 2024-25 water report puts Capalaba in the Alexandra Hills Reservoir zone, fed from Leslie Harrison Dam through the Capalaba treatment plant and other sources. Total hardness there averaged 107 mg/L, under the 200 mg/L guideline.
Mostly houses
At the 2021 Census, 77.7% of occupied homes in the suburb were separate houses and 18.6% townhouses, terraces or semis. 42.4% were owned with a mortgage and 25.9% rented.
Find your IOS first
The IOS is the capped pipe that gives access to your underground sewer. Council says it's usually within a metre or two of a boundary, but can be buried or hidden by garden beds.
If it's holding liquid or overflowing, the blockage may be in Council's main: contact Council. If it's dry, the problem is more likely in your own pipes. Council suggests a plumber with jet rodding gear and a CCTV camera.
If the blockage is in Council's main
You may be able to claim back part of the plumber's bill. Reimbursement claims are capped at $500 including GST, which usually covers up to 1 hour of labour and 15 minutes of combined CCTV and jet rodding.
The conditions are strict. The blockage has to be caused by a defect in Council's sewer, you or your plumber must report it as soon as it's identified, and a licensed plumber must do the work. Work on your private sewer is excluded, including exposing or installing an IOS. Council says it answers claims within 20 business days.
Meters, trees and flood maps
Only Council's City Water team, or someone with its written permission, may repair the meter. The small dial in its centre spins whenever water flows, so if it moves with every tap off, call a leak detection specialist.
Trees on private land in Redland City may be protected by City Plan overlays or Local Law No. 6, so check with Council before roots are cut out of a drain line. Council's creek flood maps show a 1% Annual Exceedance Probability flood but not overland flow.
What we'd do in Capalaba
Find your IOS now, while nothing is wrong, and keep it clear of mulch and pavers. If a blockage happens, ask your plumber to check it first and to report the blockage to Council the moment it looks like Council's, with a reference number, or the claim may fail. For the job itself, we'll match you with a licence-checked drain specialist.
