Wantirna details a plumber would want
Nine in ten are houses
At the 2021 Census, 90.3% of occupied homes in the suburb of Wantirna were separate houses and 0.1% were flats. 38.8% were owned outright and 19.6% rented.
Knox City Council
Wantirna is one of Knox's 12 suburbs. Council's offices are at 511 Burwood Highway in neighbouring Wantirna South.
South East Water
Wantirna appears on South East Water's suburb list and not on Yarra Valley Water's, so South East Water's sewer and refund rules are the ones that count.
Bigger council pipes planned
Knox's Stormwater Asset Management Plan 2025 to 2035 includes upgrading 97km of very small 100mm pipes to 300mm pipes.
The sewer: South East Water's side and yours
South East Water's responsibility ends at the inspection opening, the connection point with your property, which often sits near the boundary. Everything upstream of that fitting, between it and the house, is the owner's to maintain.
If a blockage proves to be on South East Water's side, it says it will repay fair and reasonable costs, but only on its terms. Your plumber has to refer the blockage to South East Water. There's no refund if CCTV or a high-pressure water jet cleaner was used or tree roots were cleared, and digging to find the inspection point or boundary trap isn't repaid either.
On the water side, South East Water looks after the meter and the pipes from the street to it. The pipe from the meter to the house belongs to the owner.
Stormwater in Knox
Knox treats stormwater as yours until it reaches the authority's network at the Approved Point of Discharge, even where it crosses public land or a neighbour's block. Council has no legal duty to repair household drainage: roof gutters, downpipes, rainwater tanks and, in most cases, the property stub. A new or altered connection to Council's drain or kerb needs Council approval, and Knox recommends a licensed plumber for internal drainage.
Canopy trees and digging
Since 15 September 2025, Clause 52.37 can require a permit to remove, destroy or lop a canopy tree over 5 metres tall in Wantirna's residential zones. With a house on the lot, that covers trees within 6 metres of the narrowest street frontage or 4.5 metres of the rear boundary. Knox gives a yardstick: a single storey house with a pitched roof is about 5 metres high.
Council suggests talking to it before construction works near trees like these. When a broken drain runs under one, pipe relining can sometimes avoid a trench. Other jobs start at blocked drains in Melbourne.
What we would do
When a Wantirna sewer drain blocks, have the plumber open the inspection opening first. If the blockage is past it, on South East Water's side, ask them to stop and refer it rather than clear it, or you lose the refund. Inside your boundary, get a camera inspection before anyone digs near a big tree.
