Know this before work starts in Mulgrave

A permit for Council drains
Monash's Community Amenity and Safety Local Law 2024 requires a Stormwater Connection Permit before any connection to, or change in, Council's drainage system.
Inspected on site
Inspections are part of that permit. Council meets you on site to check the installed connection, and the application needs a copy of the Legal Point of Discharge Report it issued.
Yarra Valley Water
Mulgrave sits in Yarra Valley Water's Glen Waverley sampling area, where mean hardness in 2025-26 was 15 mg/L, ranging from 12 to 17.
Building a unit or an extension
A second dwelling, an extension or a new driveway usually brings new stormwater pipes. In Monash they join Council's drain at the point set out in the Legal Point of Discharge Report, under a Stormwater Connection Permit. Building several units? Monash takes one application, under one unit's address, for the whole development.
If the connection isn't up to Council's standard or isn't finished, more inspections may be needed, so leave room in the building program for them.
Heavy rain and the Dandenong Creek
VICSES says the Dandenong Creek, on Monash's eastern border, is the only river in the municipality with a flood warning system, with parkland and golf courses on either side acting as a buffer. Elsewhere in Monash, flash flooding often puts water over roads.
If your yard pits stay full after the street has drained, the cause is more likely in your own line, and a blocked drains plumber can trace it.
The sewer and the meter
Yarra Valley Water owns the meter and stop tap, and the pipes from the meter to the house are yours to maintain. On the sewer, its boundary depends on the property, because its two published pages don't match, so Yarra Valley Water is the one to confirm it. When a blockage turns out to be your responsibility, you arrange and pay a licensed plumber.
What we would do
Planning an extension or units? Ask Monash for the Legal Point of Discharge Report early. The plumber needs it to design the drainage, the permit needs a copy, and finding out late that the discharge point is somewhere awkward is expensive. Mention you have the report when you send us the job, so the drainage plumber who picks it up can quote properly.
