Malvern facts for a plumbing job
Two water companies name it
Yarra Valley Water's 2025-26 report puts Malvern in its Malvern sampling area, and South East Water's service area map labels Malvern too. Sampling areas don't follow suburb lines, so your bill is the answer.
Significant trees
Stonnington's General Local Law protects significant trees on private land: a trunk of 180 cm or more around at ground level, or 140 cm at 1.4 m. Works that affect roots in the tree protection zone need a Tree Works Permit.
Your drain past the boundary
Owners are responsible for internal stormwater drains and for any part of their private drain outside the property that runs to the legal point of discharge.
Mixed housing
At the 2021 Census, the suburb of Malvern was 45.8% separate houses, 30.8% flats or apartments and 19.4% townhouses or semis, with 3.8% other dwellings. 41.9% were owned outright.
Heritage overlays and new services
If your home is in a Heritage Overlay, Stonnington says a planning permit is needed to construct or carry out works, domestic services included. Repairs and routine maintenance that don't change how the place looks generally don't need one.
So a like-for-like repair is one thing, and new pipework or a hot water unit on a wall people can see is another. Check whether an overlay applies, and ask Council before anything new goes up. For rentals, heritage or owners corporation restrictions are among the exemptions in Victoria's hot water standard from 1 March 2027; our Melbourne hot water page has the rest.
Leak, blocked drain or burst main?
Stonnington's rule of thumb: ground overflowing with water when it hasn't rained points to a leaking main, which goes to the water company on your bill. Water backing up during rain is a drain issue, and a blocked drain on private property is the owner's to fix.
Since 15 September 2025, a planning permit can also be needed to remove, destroy or lop a canopy tree in a Residential Zone, even without an overlay. For the owner's side of a problem, start with blocked drains in Melbourne or leak detection.
What we would do
Pull out a recent water bill, note which company sent it, and keep it with your property papers: that company's rules decide who pays for a sewer blockage. If the job means digging near a big tree, or changing the outside of a home in a Heritage Overlay, call Stonnington before booking the work. A plumber who knows those permits will raise both on the first visit.
