Hoppers Crossing facts for plumbing
Mostly houses
At the 2021 Census, 84.7% of occupied homes in the suburb of Hoppers Crossing were separate houses. 33.9% were owned outright, 37.3% mortgaged and 26.3% rented.
Reactive clay
Wyndham says many homes in the municipality are on reactive clay soils, which swell when wet and shrink when dry.
Leaks that feed roots
Council warns that leaking or disconnected stormwater pipes can flood the soil close to a building, causing subsidence or drawing tree roots to that spot.
Your drain, wherever it runs
Wyndham makes owners responsible for their drain up to and including its connection to the legal point of discharge, even where it crosses a neighbour's easement or the road reserve.
Which water company?
Hoppers Crossing isn't on the suburb lists in South East Water's or Yarra Valley Water's water quality reports, and we haven't confirmed its retailer from another source. Melbourne has three water retailers, so the name on your bill tells you whose sewer and meter rules apply.
Whichever company it is, keep the sewer inspection opening on your block clear and visible, and ask the retailer where its responsibility ends. Our sewer pipe ownership guide shows how the rules differ.
Stormwater pipes, easements and the road
Each property has a legal point of discharge, typically a Council underground drain or the channel of the road. The pipe up to it is yours, and Wyndham recommends a licensed plumber for property drain issues. Work that extends into the road reserve needs Council consent.
If a Council drain runs through an easement on your block, Council can come in to reach it. It gives at least two weeks' notice except in emergencies, and moving anything built over the easement is at your expense.
Why a small stormwater leak matters here
On reactive clay, water from a disconnected downpipe or a cracked stormwater line soaks the ground beside the footings. Wyndham's view is that fixing these problems can prevent future damage. A leak detection specialist or a drain plumber with a camera can find the break.

What we would do
After heavy rain, walk around the house and look for soggy ground or pooling against the walls, especially near downpipes. A spot that stays wet points to a leaking or disconnected stormwater pipe. Have a drain specialist test or camera that line while it is still just a pipe repair, and ask for photos of the fault so you have a record.
