Cheltenham's plumbing facts
Two councils
Cheltenham is on the City of Kingston's suburb list, and Bayside City Council says it includes part of Cheltenham. Your rates notice tells you which one is yours.
Native trees in Bayside's part
Bayside's Vegetation Protection Overlay Schedule 3 covers parts of Cheltenham. There, removing an Australian native tree with a trunk over 0.5 m around at 1 m above ground is likely to need a planning permit.
Kingston's 110 cm rule
In Kingston's part, the Community Local Law covers trees with a base circumference over 110 cm, and in most cases a permit is needed to remove, prune or work on a tree.
The housing mix
At the 2021 Census, 58.5% of occupied homes in the suburb were separate houses, 22.7% townhouses or semis and 18.5% flats or apartments. 27.1% were rented.
Why your council matters for a drain job
Replacing a sewer branch or stormwater line next to a large tree is where the councils part ways. If the fix means taking the tree out, Bayside's overlay can apply to natives 0.5 m around, and outside planning controls its local law covers trees over 155 cm around at 1 m. In Kingston's part, the local law starts at a base circumference over 110 cm.
Knowing which applies before the quote saves a job stalling halfway. A plumber can often route around roots or use pipe relining where a tree has to stay.
Stormwater on the Bayside side
Bayside says stormwater from a building must be collected and piped underground to a legal point of discharge. Houses can pipe to the kerb and channel where there are no underground drains nearby. Council also says tree roots and rubbish can block its network, so a street pit that overflows in light rain is worth reporting.
Where South East Water's sewer stops
South East Water's part ends at the inspection opening, which is often near the boundary; its charter calls that section the property connection branch. Upstream, towards the house, the pipes are yours. It won't reimburse digging to find a buried inspection point or boundary trap, so if you know where yours is, keep it uncovered. Our guide to who owns the sewer pipe compares the rules.
What we would do
Before a plumber quotes to dig near a tree in Cheltenham, check your rates notice for the council, then measure the trunk. Pass both to the drain specialist. In Bayside's overlay area a native tree only needs to be 0.5 m around to matter, so a quick check up front can decide between a trench and relining.
