What matters in Bayswater
A third of homes are rented
At the 2021 Census, 33.5% of occupied homes in the suburb of Bayswater were rented, above Victoria's 28.5%. 61.7% were separate houses, 27.3% townhouses, terraces or semis and 11.0% flats or apartments.
Flood protection with limits
Knox provides flood protection in residential areas for storms up to a five-year average recurrence interval (ARI). Its flood work puts habitable floors first and leaves out gardens, yards, garages and sheds.
Your pipes, kept working
Knox expects owners to keep the stormwater pipes serving their property in good working order. Each property has an Approved Point of Discharge where its runoff joins the authority's network.
South East Water's sewer
South East Water maintains the sewer up to the connection point with your property, often near the boundary. That point is the inspection opening.
Townhouses and shared sewer lines
More than a quarter of Bayswater's homes are townhouses, terraces or semis, so check whether your sewer pipe is shared before anyone starts. South East Water says shared private pipes in an owners' corporation, water or sewer, are not its responsibility. A blockage in a common line usually goes to the owners' corporation.
On your own pipe, the inspection opening is the dividing line. Upstream of it, towards the house, the pipe is yours. If the plumber traces the blockage past that point, they should refer it to South East Water instead of clearing it.
Rain, yards and garages
Because Knox's flood mitigation doesn't cover yards or garages, water pooling in the backyard or creeping into the garage after rain is usually a private drainage job. A drain specialist can check the downpipes, pits and the pipe out to your discharge point. Our stormwater page covers the usual fixes.
Past the discharge point, problems belong to whoever owns that asset: Knox, the Department of Transport and Planning or Melbourne Water. Melbourne Water handles catchments over 60 ha and protects for floods between the 10-year and 100-year ARI.
Other jobs
See blocked drains in Melbourne, an emergency plumber or hot water. Renters: from 1 March 2027, Victoria's rental standard limits what can replace a hot water system that has permanently failed.
What we would do
If you rent, report the problem to your rental provider first. If you own, find the sewer inspection opening and your main stormwater pit before the plumber comes: those two points split most Bayswater drain jobs into yours, South East Water's or Knox's. Ask the drain specialist to start there and to refer anything on South East Water's side rather than clear it.
