Torquay facts that change a plumbing job
Hundreds of lots off the sewer
The Shire's Onsite Wastewater Management Plan 2025-2030 counts 446 unsewered developable lots in its Torquay locality. It names Ocean Acres and Frog Hollow Estates as risk areas, known to be difficult for on-site wastewater.
Your drain, all the way to Council's
Owners maintain household drains up to and including the point where they join Council's system, even when that point is in a Council road reserve.
Many homes empty at times
At the 2021 Census, 20.9% of the suburb's private dwellings were unoccupied, against 11.1% across Victoria. 90.6% of occupied homes were separate houses.
A big pipe network
The Shire's stormwater system has over 317 km of pipes, 414 km of kerbing and over 11,089 pits.
Septic in Torquay's estates
A licensed plumber can't install or alter an on-site system until Council issues a permit under the Environment Protection Act 2017. In Ocean Acres and Frog Hollow, a land capability assessment can also be required.
Council's rough guide for a standard septic tank is a yearly service by a licensed plumber and a pump-out every three years. Keep the reports: the Act requires owners to hold maintenance and pump-out records for at least five years. Not sure what system you have? Council's Environmental Health Unit can tell you, and the owner can request the original site plan, though some older records are lost. See septic systems.
Driveways, garages and stormwater
The driveway crossover and its culvert are the owner's to build and maintain. So is protecting your property from water running in off the street; Council's example is a strip drain across a garage entry.
Need to find your own pipes? A legal point of discharge report shows where your stormwater may join Council's system, but not where the private drains run. If the house is fairly new, the approved building plans may show them.
Rainwater tank rules
In the Shire, a tank must be installed and certified by a licensed plumber. Its overflow pipe must match the inlet's diameter and connect to stormwater running to the legal point of discharge. Keep it at least 500mm from any boundary, off easements unless approved, and never over a septic system or sand filter. More on rainwater tanks.
What we would do
Before calling about a slow or smelly drain, find out whether your Torquay home is on sewer at all. In an unsewered estate, a full tank or a tired absorption area can look a lot like a blocked pipe, and it needs a different specialist. If you are sewered, remember the drain is yours right up to Council's pipe, road reserve included.
