Plumbers in Thornbury Old suburb, new apartments.

Thornbury is in the City of Darebin and is served by Yarra Valley Water. A quarter of its homes are flats and more than four in ten are rented, which changes who calls the plumber. Whether you rent or own, describe the problem and we'll match you with a licence-checked plumber who knows that job well.

What's particular about Thornbury

Apartments and terraces

In the suburb of Thornbury, 24.5% of occupied homes were flats or apartments at the 2021 Census and 23.4% were terraces, townhouses or semis. Only 51.4% were separate houses.

Lots of renters

41.9% of Thornbury's occupied homes were rented, against 28.5% across Victoria.

A long history

Darebin's suburb guide says the area was surveyed in 1837 and was part of the former City of Northcote from 1883 until June 1994. The Merri Creek and Darebin Creek trails run down its west and east sides.

Darebin's tree law

Darebin's local law protects significant trees: a trunk over 100cm around at 1.5m above ground and a height over 8m.

If you rent

Your rental provider looks after repairs, and some are urgent under Victorian law: a burst water service, a blocked or broken toilet system, a gas leak, a hot water service that isn't working, or a fitting that wastes a lot of water. Urgent repairs must be done immediately. If the provider doesn't respond, the renter can organise and pay for an urgent repair costing no more than $2,500, and must be paid back within 7 days.

From 1 March 2027, a rental hot water system that permanently fails and can't be repaired has to be replaced with an efficient heat pump or an electric-boosted solar water heater.

Roots and Darebin's permit

If a significant tree is damaging a drain or other infrastructure and you want it removed, Darebin asks for a report from a licensed or suitably qualified person, such as a plumber or structural engineer. A camera inspection gives the plumber something concrete to put in that report: see CCTV drain inspection.

Where Victoria's canopy tree rule, Clause 52.37, already needs a planning permit, Darebin doesn't also require a local law permit.

Water quality and your pipes

Thornbury falls in two of Yarra Valley Water's sampling areas, Preston and Northcote, with mean hardness of 18 and 22 mg/L in 2025 to 2026. That's far under the 200 mg/L guideline.

Yarra Valley Water says discoloured water from household plumbing usually comes from the hot water service, old corroded galvanised pipes or worn tap washers, and that blue water points to copper corrosion. If only some taps run brown, a plumber can trace which line it is. Yarra Valley Water owns the meter and stop tap; pipes from the meter to the house belong to the owner. In a block of flats, ask the owners corporation who looks after shared pipes.

What we would do

Renting? Report urgent plumbing to your rental provider in writing straight away. Owners with a tree problem should get a camera inspection and a written plumber's report before applying to Darebin, so the permit application stands on evidence. If a tap runs discoloured for more than a moment, note which taps and whether it's hot or cold before calling.

Questions people ask

My Thornbury rental has no hot water. Is that urgent?

Yes. Victoria's urgent repairs list includes an essential service or appliance for hot water that isn't working, and rental providers must arrange urgent repairs immediately.

Do I need a permit to remove a tree whose roots broke my drain?

In Darebin, a significant tree (trunk over 100cm around at 1.5m, taller than 8m) needs a local law permit, and a damage-based application needs a report from someone like a plumber. Clause 52.37 may require a planning permit instead.
