Doncaster facts that shape the job
Orchards to houses
Manningham's history says orcharding became Doncaster's main industry, and the orchards were progressively subdivided for homes from the 1950s. Doncaster joined the new City of Manningham on 15 December 1994.
Doncaster Hill
Council's Doncaster Hill Strategy aims for a high-density, mixed-use village. As of 2019, approximately 1,770 apartments had been built there, with permits for 1,000 more.
The housing mix
At the 2021 Census, 53.1% of occupied homes in the suburb of Doncaster were separate houses, 19.6% townhouses or semis and 27.3% flats or apartments. 30.5% were rented.
Drains up to Council's system
Manningham says the owner builds and maintains all drains, including any outside the property boundary, up to Council's stormwater system.
Your stormwater, start to finish
Stormwater on a Manningham block is collected and drained to what is usually the lowest point of the property, the legal point of discharge. From there it goes into Council's system: usually an underground drain in the street or in an easement, or the kerb and channel where there's no drain.
Council's point of discharge report doesn't show your existing private pipes or where they connect. On an older block, finding the line is often the first step, and a CCTV drain inspection is how most plumbers do it.
Apartments and townhouses
More than a quarter of Doncaster homes are flats or apartments. Before booking work on a pipe that serves more than one dwelling, check with the owners corporation's manager. Inside your own unit, a leaking tap, a running toilet or a hot water fault is yours or your landlord's to arrange.
Tree rules since September 2025
Manningham notes that Amendment VC289, gazetted on 15 September 2025, added Clause 52.37 to every Victorian planning scheme. You may now need a planning permit to remove a canopy tree in a residential zone even with no overlay on the property. A canopy tree includes one with a trunk more than 0.5 m around at 1.4 m, and the clause doesn't override existing overlays.
Sewer and water: Yarra Valley Water
Yarra Valley Water owns the meter and stop tap and fixes the main-to-meter pipe. The plumbing from the meter to the house is the owner's. For the sewer, the point where your responsibility ends varies by property, so get Yarra Valley Water to confirm yours before paying for a dig near the boundary.
What we would do
Before you re-landscape or extend in Doncaster, have a plumber trace your stormwater line to where it meets Council's system. Manningham's report won't show your private pipes, yet you own all of them, even the part past your boundary. Knowing the route stops a new slab or retaining wall going over a pipe you'll need to reach later.
