When pipes freeze
North East Water says exposed meters and above-ground pipes are at risk when it drops below zero: freezing water expands and can burst a meter or split a pipe. Cover the meter with a box or bucket that lifts off, wait for a natural thaw if it does freeze, and never pour hot water on it. Pipe damage on your side of the meter is yours to have repaired by a licensed plumber.
Your overflow relief gully
- North East Water says one is required on all modern properties, usually outside near the kitchen or laundry.
- It lets sewage overflow outside, instead of inside, when a drain blocks.
- The grate has to pop off easily, so never fix it down or cover it.
- Stormwater drains must not empty into it, or it can overflow or block with debris.
Where North East Water's sewer stops
North East Water's responsibility ends at the inspection opening or up to 1 metre from the property boundary, whichever is less. The pipes in your home, and the ones linking it to the sewer, are the owner's. For a suspected blockage, North East Water tells customers to get a plumber to investigate straight away.
Wangaratta's supply is a mix: North East Water says hardness there varies with the sources in use, with a typical figure of 10 to 15 mg/L.

At the 2021 Census, 85.3% of occupied homes in the suburb of Wangaratta were separate houses and 14.2% townhouses or semis. 36.8% were owned outright.

Septic needs a land assessment
The Rural City of Wangaratta says most properties in the area need a Land Capability Assessment, a report by a qualified assessor, before a septic system goes in. Installing or altering one needs a permit; for some renovations a licensed plumber can submit a Report & Consent Assessment instead.
State rules that apply here
Plumbing licences in Victoria are administered by the Building and Plumbing Commission. Each plumber is registered or licensed class by class, and a compliance certificate can only come from someone licensed.
On hot water, the rule from 1 March 2027 says a gas system in an existing home that reaches end of life must be replaced with an efficient electric one, a heat pump for instance. It isn't a ban on units that still work, and repairs are allowed. Check current rules before you commit.

What we would do
Before winter, find your meter, keep a cover handy and lag any pipes that run above ground. Then walk round to the overflow gully and make sure the grate lifts and no downpipe empties into it. Those checks take minutes. If a pipe has already split, turn off the water at the meter's stop tap and book a plumber who does burst pipe repairs.
