Illawarra conditions that affect hot water
Soft water from the Illawarra plant
Sydney Water's Illawarra Delivery System averaged 39.0 mg/L total hardness between July 2025 and June 2026, with typical readings of 35 to 43 mg/L. Sydney Water treats anything under 60 mg/L as soft, so scale is an unlikely reason for a tank to fail.
Frost in some suburbs, not others
Albion Park (Shellharbour Airport) averages 10.0 days a year at 2°C or below and a July mean minimum of 6.5°C. Bellambi's July mean minimum is 10.3°C. A heat pump works from the outside air, so the coldest mornings at your address matter.
Units and townhouses
At the 2021 Census, 18.5% of occupied homes in the Wollongong council area were flats or apartments and 12.2% townhouses, terraces or semis. NSW strata rules treat installing or replacing a heat pump as a minor renovation, which needs approval.
Gas is on the network
Jemena distributes natural gas in Wollongong, so homes already connected can stay with gas if they choose.
Repair or replace?
Before anyone quotes for a new system, get the old one diagnosed. A failed thermostat, element, valve or pilot can usually be replaced; a tank that leaks from its body usually can't. If water is escaping, shut the cold supply valve at the unit and turn off its electricity or gas until a hot water specialist arrives.
Renting? Report it to the landlord or managing agent in writing straight away, with a photo of the unit's label.
What NSW requires on a replacement
In NSW, any replacement water heater must have a temperature control device fitted, even when the new unit matches the old one. Building Commission NSW's only listed exception is replacing a solar collection panel and nothing else. The device limits water at showers, baths, handbasins and bidets to 50°C.
A straight swap of an existing system is minor work, so no Notice of Work is needed before the plumber starts. At the end, you get a copy of the Certificate of Compliance. In the Illawarra, plumbers lodge their paperwork with Building Commission NSW. If you're changing the type or location of the system, our hot water installation page covers what else applies.
Discounts and certificates, briefly
- Energy Savings Scheme: a discount, not a rebate, on a heat pump or solar system, delivered through installers partnered with an Accredited Certificate Provider. Energy NSW's published amounts are indicative only.
- Your share: a minimum payment toward the system and its installation always applies, so be wary of any offer of a heat pump for nothing.
- In the quote: Energy NSW tells customers to get quotes confirming the discount is included.
- STCs: registered heat pumps under 425 L and solar heaters under 700 L can create small-scale technology certificates, often assigned to an agent in exchange for a discount. The scheme runs until 2030.

What we would do
Get a diagnosis first: on the Illawarra's soft water, a worn part is often the real fault. If the tank is finished, check two local things before choosing: how cold your own mornings get, and whether a strata vote stands between you and a heat pump. Then have a hot water specialist quote in writing, listing the tempering valve, each discount and your share of the price.
