Sydney Water in the Illawarra

Sydney Water names the Illawarra in its service area, alongside Greater Sydney and the Blue Mountains. Its Port Kembla and Bellambi facilities belong to the Wollongong wastewater system.

Your sewer pipes. Sydney Water's rule is that the owner owns every wastewater pipe and fitting up to where it meets Sydney Water's system, the point of connection included. Sydney Water owns the junction. Your share can reach past the front fence: Sydney Water warns that your wastewater system may extend beyond the property boundary. Tree roots that get into the junction at the point of connection are also the owner's to clear.

Your water pipes. Drinking water pipes are yours from where they join Sydney Water's system through to the taps. Sydney Water maintains the meter and may repair the pipe between its system and the meter, up to one metre inside your boundary.

Shared pipes. Where owners share a joint private service, each of them is responsible for it. Our sewer pipe guide compares Sydney Water with other companies.

Is the blockage Sydney Water's?

  1. Look past the fence

Sewage spilling from a maintenance hole on public land points to Sydney Water's pipes.

  2. Ask next door

If the neighbours have the same trouble, the fault is probably in Sydney Water's pipes.

  3. Think about the weather

Widespread local flooding is another sign. Sydney Water says stormwater can overload its network in heavy rain.

  4. Turn everything off

An overflow that keeps going while nobody is using water is one to report to Sydney Water.

  5. If your plumber finds it

They report it to Sydney Water and get a job number. You can then claim reasonable out-of-pocket costs, up to a maximum of 2 hours' work.

Wollongong facts that change the job

Nearly one home in five is a flat

At the 2021 Census, 18.5% of occupied homes in the Wollongong council area were flats or apartments, 12.2% townhouses, terraces or semis and 68.4% separate houses. 31.0% were rented. In a block, check who owns a shared line before anyone digs.

Soft water

Sydney Water's Illawarra Delivery System averaged 39.0 mg/L total hardness from July 2025 to June 2026. Sydney Water counts anything under 60 mg/L as soft.

February is the wettest month

The Bureau's Bellambi station averages 149.8 mm in February and 12.2 days a year with 25 mm or more of rain. Downpours like that test gutters, downpipes and any yard drain wrongly tied into the sewer.

Frost depends on the suburb

Bellambi averages 0.0 days a year at 2°C or below. Albion Park (Shellharbour Airport) averages 10.0 such days and 1.7 at or below freezing, from records starting in 1999.

Licence checks and paperwork

Every plumbing, drainage or gas fitting job in NSW is specialist work, and the business contracting for it needs a contractor licence regardless of cost. The NSW Public Register shows what each licence covers, when it expires and any conditions or suspensions.

The Illawarra sits inside Building Commission NSW's inspection area. Plumbers lodge their Notice of Work and Certificate of Compliance through MyInspections, and drainage work outside the house has to be booked for inspection when it's finished, before the trench is backfilled. You're entitled to a copy of the certificate.

Hot water in NSW

NSW requires a temperature control device whenever a hot water heater is replaced, including like-for-like. Heat pump and solar upgrades may qualify for an Energy Savings Scheme discount; the amounts are indicative and you pay a minimum share. See hot water in Wollongong and hot water installation.

What we would do

Pull your sewer service diagram from Sydney Water Tap in before there's a problem, so you know where the line and the junction are. If a drain blocks, run through Sydney Water's signs first: an overflow outside your fence or next door is its job. If the drain specialist you book finds the fault in Sydney Water's pipes, make sure they report it and give you the job number, or the claim for their time won't go through.

Questions people ask

Can I claim my plumber's bill back if the blockage was Sydney Water's?

Yes, within limits. Sydney Water accepts claims for reasonable out-of-pocket costs when a licensed plumber found a blockage in its pipes and reported it. Claims are capped at a maximum of 2 hours' work, and the claim needs the job number the plumber got from Sydney Water.

Where can I get a plan of my sewer pipes?

From Sydney Water. It holds sewer service diagrams for the Illawarra and makes them available through its Tap in portal.

What happens after I send the job?
