One border, two sets of rules
Wodonga is in Victoria and Albury is in New South Wales. A plumbing job is licensed by the state it's in, so work on a Wodonga home falls under Victoria's system, run by the Building and Plumbing Commission (BPC). Ask for the plumber's Victorian registration or licence number and check it with the BPC.
Paperwork follows the same line: in Victoria, only a licensed plumber can issue a compliance certificate.
Who owns what around a Wodonga home
| Who looks after it | What the rule says | |
|---|---|---|
| Sewer connection | North East Water, then you | North East Water's part ends at the inspection opening, or up to 1 metre from your boundary, whichever is less. Pipes in the home and those connecting to its sewers are yours. |
| Stormwater to the street | You, up to the LPOD | The City sets a Legal Point of Discharge, usually a council drain or the kerb. Everything up to it is yours, even pipe in the nature strip and the tapping into a council drain. |
| Council stormwater mains | The City | The City maintains its own stormwater mains, including those running through private property. |
| Soakage pits | You | Where there's no council drain, properties most likely drain to soakage or rubble pits, or private lines, which their owners maintain. |
Wodonga facts
Soft water
North East Water puts Wodonga's typical hardness at 10 to 15 mg/L, and cites the guidelines' line that anything under 60 mg/L counts as soft.
Many renters
At the 2021 Census, 37.4% of occupied homes in the suburb of Wodonga were rented, against Victoria's 28.5%. 86.3% were separate houses.
Septic inspections
Unsewered Wodonga properties must use an EPA-approved onsite system, which the City inspects every three years or every quarter, depending on the type.
Private sewer drains
The City's drainage page says owners are responsible for cleaning and repairing all private sewerage drains.
Gas hot water from 2027
In Victoria, 1 March 2027 changes what can replace a dead gas hot water system in an existing home: it must be an efficient electric option such as a heat pump. Repairs are still fine, owner-occupiers keep their gas heating, and gas cooking isn't affected. Check current rules before buying, as we haven't found the legal instrument. Our heat pump page explains how they work.
Other pages: stormwater, blocked drains, septic systems and emergency plumbers. State-wide detail is on the Victoria page.
What we would do
For water pooling in the yard, find out where your Legal Point of Discharge is before paying for drain work, because the pipe up to it is yours even where it crosses the nature strip. For a sewer blockage, call the plumber, and if it's in North East Water's short section near the boundary, let North East Water know. Keep the plumber's Victorian licence number with the invoice.
