Hot water, Toowoomba conditions
Frost on winter mornings
At Toowoomba Airport the July mean minimum is 6.7°C, and the lowest reading on record is -1.8°C. The Bureau's old Toowoomba station logged ground frost on 27.4 days a year from 1957 to 1998. A heat pump takes its heat from the outside air, so cold mornings are the test to ask about.
Gas is an option in parts of town
Allgas runs a natural gas network in Toowoomba, separate from its Brisbane network. Gas storage or continuous flow is only possible where your street has a supply, so check that before you get a quote.
A leaking tank can show on the meter
Council's smart water meters send an alert when use spikes in a way that may signal a leak. If your home has one, a steady climb in the Toowoomba Water app can be the first sign of a leaking cylinder.
Queensland's rules for a new or replacement system
Every new and replacement hot water system in Queensland must have a temperature control device. The water is stored at 60°C or more to stop Legionella growing, then tempered so it reaches the taps at no more than 50°C.
Heat pump and solar systems have an extra rule: they must be installed by a hot water installer who holds the QBCC solar and heat pump endorsement. Queensland Health adds that any change to the thermostat setting should be made by a licensed electrician.
Our pages on tempering valves and hot water temperature and scalds explain how the limits are met.
Weighing the options for a Toowoomba home
| Ask about this here | Rule or discount that applies | |
|---|---|---|
| Heat pump | How the model copes on a frosty morning, and where the unit will sit | QBCC solar and heat pump endorsement for the installer; STCs if the tank is under 425 L and the model is on the register |
| Solar | Roof space and the boost type | Same endorsement; STCs if under 700 L and on the register |
| Gas storage or continuous flow | Whether your street is on the Allgas network | A Queensland gas work licence for whoever connects it |
| Electric storage | Tank size for the household | A temperature control device on the replacement |
Discounts, without the sales pitch
We found no current rebate from the Queensland Government for heat pump or solar hot water, and the state's own hot water page doesn't list one. That can change, so look again before you buy. The details are on our Queensland hot water page.
Small-scale technology certificates do apply. They are certificates, not a rebate: you usually assign them to a registered agent in exchange for a discount or a delayed cash payment, and the scheme runs until 2030. See STCs explained.
No hot water on a cold Toowoomba morning
Check the supply first
For an electric system, look for a tripped switch at the switchboard. For gas, check that other gas appliances still work.
Look at the base of the cylinder
Water pooling under it? Turn off the cold water valve to the unit and switch off its power or gas, if you can do that safely.
Note the label
Brand, model and manufacture date help the specialist decide between repair and replacement before they arrive.
Get the repair or replace call in writing
Ask what failed, what the fix includes, and whether a temperature control device is part of the price.
Questions to ask a Toowoomba hot water plumber
- Do you or your installer hold the QBCC solar and heat pump endorsement?
- What is this heat pump's lowest rated operating temperature?
- Is the STC discount shown on the quote, and who is the registered agent?
- Is this notifiable work, and when will I get the copy of the QBCC registration?
What we would do
If the fault is a part rather than the tank, price a repair before anything else. If the tank itself is leaking, plan the replacement around Toowoomba's winters: ask how a heat pump handles frost, or confirm your street has Allgas supply before you commit to gas. Whatever you choose, get one written quote that names the temperature control device, the STC discount and the installer's endorsement.
