Council's sewer and your drains
Council's sewer fact sheet says it is responsible for the sewer system outside residential property boundaries, household drainage within the boundary belongs to the owner, and every manhole is Council's. A manhole on your land is still Council's to look after.
Council is firm about stormwater. Sending rain into the sewer through the overflow relief gully, a downpipe or a drain is illegal and can bring a Council fine, because the extra water can overload the network and cause sewage overflows. Our guide to who owns the sewer pipe compares other authorities' rules.
Gladstone facts that shape a plumbing job
Water from Lake Awoonga
The Gladstone Area Water Board treats water from Lake Awoonga and sells it to Council, which reticulates it to Gladstone, Boyne Island, Tannum Sands, Calliope and Mt Larcom. Its 2024-25 total hardness averaged 91.2 mg/L, ranging from 63 to 106.
Heat, not frost
Gladstone Airport has recorded no days at 2°C or colder in 33 years; the lowest reading is 3.5°C. Rain is concentrated from December to March, with February averaging 155.5 mm.
A third of homes rented
At the 2021 Census, 33.4% of homes in the Gladstone council area were rented and 85.5% were separate houses. Tenants should report a blockage or leak to the landlord or agent quickly.
Natural gas in the city
The AGN Queensland gas network has a northern region covering Rockhampton and Gladstone.
Your overflow relief gully
Council describes the ORG as the relief point between the house drain and its system. It stops smells and overflows getting into the house, and it should sit above ground level so rainwater can't flow in.
If landscaping has left the gully at or below the lawn, raising it is the fix. Council's fact sheet asks owners to check that every downpipe discharges to the ground or the street, since a previous owner may have connected one to the sewer.
Seventeen Seventy's low-pressure sewer
Homes on the Seventeen Seventy low-pressure sewer system own every component on the property up to the boundary kit. Without a maintenance agreement with Council, a fault is yours to have investigated by your own plumber or electrician.
Checking a Gladstone plumber
The QBCC licenses plumbers and drainers in Queensland, and you can search both its licensee register and its occupational plumber and drainer register through myQBCC. Some work is notifiable, and the licensee must register it with the QBCC within 10 business days of invoicing you.
Start with blocked drains, stormwater, hot water, leak detection or an emergency plumber. Queensland rules are on our Queensland page.
What we would do
If you've bought an older Gladstone house, run a hose down each downpipe and watch where the water comes out. A downpipe that disappears into the sewer is worth fixing now, since Council can fine for it. When a drain blocks, remember Council's line is the boundary: anything inside it is a job for a drain specialist, so ask them to camera the pipe and show you where the problem is before digging.
