Council pipe or house line?
Armidale Regional Council's rule is simple. If a blockage or leak is in Council's pipes, Council fixes it. If it's in your private house lines, its staff will tell you to call a plumber. When you can't tell, Council says to call it first: a crew will inspect sewer blockages and water leaks, and you may save a plumber's call-out fee if the fault turns out to be on a Council line.
Tableland weather and homes
Among the coldest towns we cover
The Bureau's Armidale (Tree Group Nursery) station, 1997 to 2026, averages 98.0 days a year at or below 2°C and 65.9 at or below 0°C. July's mean minimum is -0.2°C and the lowest reading is -11.2°C.
Mostly houses, many rented
At the 2021 Census, 84.3% of occupied homes in Armidale Regional Council's area were separate houses. 34.7% were rented, above the NSW figure of 32.6%.
Empty homes in winter
11.8% of private dwellings in the council area were unoccupied on Census night. A house left empty through a frost can have a split pipe running for days.
Brown or black water from the tap
Council says discoloured water isn't dirty water. It comes from manganese and other minerals, such as iron, that build up inside tanks and pipes and get stirred up by a sudden change in pressure or flow, often a burst water main. Manganese occurs naturally in the rivers and streams that feed Armidale's supply.
Council doesn't advise drinking water that is brown. Manganese can also stain washing: if you see particles, leave the clothes in the machine or tub, and don't spin or hang them out, which sets the stain. If the discolouration lasts, report it to Council.
Before the first tableland frost
- Lag every bare pipe on outside walls, including the pipes to and from an outdoor hot water unit.
- Find the main stop tap and make sure it turns.
- Going away in winter? Ask a plumber what can be drained or isolated.
- Heat pump on the shopping list? Ask how it performs on a sub-zero morning before you sign.
Licence, paperwork, discounts
NSW needs a contractor licence for any plumbing, drainage or gasfitting work, whatever it costs. Search the business on the NSW Public Register and confirm the category and expiry date. After the job, the plumber must give you a copy of the Certificate of Compliance.
Replacing an electric or gas water heater with a heat pump can bring an Energy Savings Scheme discount. NSW publishes amounts of up to $640 (from electric) and up to $330 (from gas), but calls them indicative only, and the scheme's rules changed on 7 September 2026. See NSW hot water discounts.
Specialists: burst pipes, hot water, blocked drains, gas plumbing. State rules: NSW.
What we would do
For any blocked sewer or leak you can't place, ring Armidale Regional Council before booking anyone. If it's on your side, get a plumber who does cold-climate work all winter, and have them lag what's exposed while they're there. A frost-proofed house is worth more than a fast call-out.
